[feature] Rewrite build process

Both the action and any user compiling locally needs to do extra steps after building in order to make the binary load

Describe the solution you'd like
Rewrite CMakeLists.txt and CMakePresets.json to automatically name the output binary, as well as moving the final binary to a common folder
