rqt_gui cannot load the Dashboard plugin

For automated last_letter installation, the Dashboard needs to be able to launch via perspective loading.
This is currently broken for new clones, and should be investigated further.
Perhaps it has to do with the Python setup file in the rqt_dashboar folder.
