Extract and package S3 utilities

#344 introduces a first version of a utility script to set-up permissions on a bucket in the context of the Embassy Object Store.

As the usage of this grows, it might be useful to consider packaging this into a standalone tool. This would facilitate the distribution of the utility and allow us to formalize our S3 API.
