bot_nochat 1 doesn't disable bot chat

Currently if you set bot_nochat to 1 bots still send messages. Normally it should disable them.

bot_nochat works like this:
bot_nochat 1 -> disables random chat
bot_nochat 2 -> disables random chat and hides team chat
bot_nochat 3 -> disables all chat but breaks the AI (needs fixing)
