Environment needs to restrict version to 1.4.0

Can you point out where in the code this happens?

Sorry, I can't find a call within rec_to_nwb and mamba has a dependency issue when trying to create the environment with a newer pandas, so I can't recreate the error message. This showed up as a bug when someone else was running the nwbbuilder, but it may have been a case of weird environment building
