ODLC State logic

Problem

Need to write a state that scans the flight boundary for ODLCs and uses visions algorithms to get the details of the ODLCs.

Solution

Scan the flight boundary, get the details of ODLCs that are found, and store those locations and ODLC descriptions together somehow to be able to do the correct airdrops at those locations.

You will need to talk with the vision team actively for this! You have to call their functions to get the ODLC details
