Source tarballs do not contain make.inc and top-level makefile

In particular, this is a problem for Linux distributions (such as Debian, in which I want to update the SLICOT package), since those typically rely on source tarballs and not on git checkouts.

I see that those files have been added to the repository after the v5.8 tag. It would be nice if a new release was made (for example v5.8.1) with those files.

A new version is in preparation and will be released soon. I hope these issues will be addressed.
