Description:
Change installation instruction to Ubuntu 20.04 and ROS-noetic
Goals:
- All instances of melodic changed to noetic and to Ubuntu 20.04
- Update CV dependencies to only use pip3
- Update verification steps to include CV Pipeline and teleop
