[10-Feature] Camera setup and Aruco Marker Detection

This is a two-phase issue, one is looking for a package/software to use USB cameras. This includes how to stream the camera through the network. The second part of this, is making sure it plays well with an aruco marker detector library/package.

- package to interface with USB cameras
- package that detects aruco markers
Describe alternatives you've considered
This is what we were using before, although it works, I want to be able to look into different methods.
