Implement lidar sensor into ROS

Describe the solution you'd like
I want some documentation or an initial presentation on how the lidar sensor would manage to fit into our ros system.

Some demo of it working with the ros noetic stack would be the next step after figuring out where it fits into our system

Additional context

This was steven's capstone project, so asking him and reading some of the docs on it would be a good first step
