Setup issue running with new versions of pip

Hi,

I had an issue installing the third_party/gym-0.21.0 package when running with pip==24, leading to the following error:

note: This is an issue with the package mentioned above, not pip.

To solve this issue I had to run pip install pip==21 in addition to the setuptools downgrade already provided. It could be helpful to add this to the setup instructions for people who have this issue in the future.
