[Converters] Make sure the PhaseEncodingDirection is BIDS compliant

Issue #1034 raised a problem with the BIDS compliance of a few DTI files, for which the PhaseEncodingDirection is not in (i/j/k/i-/j-/k-) but is in (i+/j+/k+). It is therefore necessary to check the json files and to change if necessary this PhaseEncodingDirection if need be for all converters
