Opening strange file names

Fix opening such files filenames like:

• Евгений_Зражевский_@bench_doos.webloc //this 'й' contains 2 symbols: и and ̆ that crashes file.exists();
• GovHK 香港政府一站通：Homepage (Residents).webloc this contains symbols 香港政府一站通 that crashes file.exists();

Maybe it is Unicode? Notepad++ for example is correctly working in finding this files and opens it.
