Verify existing snapshot repository with the SNAPSHOT_CONFIG

When an ES snapshot repository does not exist, the biothings hub will create it based on the selected SNAPSHOT_CONFIG env. However, when the snapshot already exists, it will just be used without checking. Some time, the repository can be outdated (e.g. old s3 path in it), causing errors.
The current solution is to manually delete it and let the hub recreate it. Ideally hub should verify the repository information and show the warning if does not match and ask if it should be deleted and recreated.
