Rework handling of finished Products

We agreed on clearing a product from the CS when the station is needed (something waits at input)
With the product in hand one of the three goals should take over
- either deliver to storage station (>= 3 minutes until delivery
- put in delivery station (else)
- wait (default if no other goal is formulated, see #390)
