Central agent revisit late grounding of unknown params

The latest common/central-agent does not work properly with payment goals (PAY-FOR-RINGS-WITH-CAP-CARRIER) as the handling of the initially unknown workpiece parameters is missing. In general we should revisit all similar occurrences.
