Hide commands not installed with pip qualifier

The prepare and annotate commands are available to the user even when installation qualifiers are not specified as pip install 'cellxgene[prepare,annotate]'. These qualifiers only install required extra pip packages, but do not alter the behavior of the CLI. This is confusing to the user. The commands should be hidden, if possible, when app is not installed with necessary support.

won't fix - eng work on CTP is currently deprioritized
