Should all merchants help you while you're playing the Free Worlds campaign?

Problem Description

In the Free Worlds campaign, even when you're hostile to the Republic, any Merchant ship is happy to do some good-old treason and help a troubled rebel ship out, even if you're someplace like Sol. Given that you know people really don't like you (idk if you noticed but the Paradise Planets don't let you land there while you're friendly with the Republic at one point) because you're a traitor to the Republic and people have reputations to maintain, why do merchant ships just let you take their fuel, no questions asked? And it's not like Alondo's asking them.

Desired Solution

One solution, though probably the most bureaucratic and hard to keep track of, would be to split merchants into different governments. You have a southern Merchant government which is friendly, a Dirt Belt Merchant government that's ambivalent, doesn't hail you directly and tells you they don't want to associate with you, Paradise Planets captains that don't respond to you at all, etc.

If we do a full split of the Merchant governments, this allows for us to begin to use regional name schemes, hail phrases, etc., which would be... really nice for people who do those things (me).

Alternative Approaches

Alternatively, during the campaign you have just two different types of merchants spawn; a friendly one which helps you and is always found in the South, less so in the Dirt Belt, and never in the North; and an ambivalent one that's found mostly in the Dirt Belt and almost everywhere in the rest of human space.

I vote for 'Desired Solution'. It sounds like it would open up a lot more possibilities in the long wrong. I can already think of even more ideas that you didn't include. More options are always better.
The only down side might be if you get into trouble you could be stranded for a long time. I guess the odd "friendly" would have to pass through sometime. Merchants do travel long distances, right? Or 'player option' B would be to reload, which most will do anyway.
