variable error in env of bottleneck（demo of tutorial 12）

Bug Description

When I ran the ramp control example in Guide 12, I found that the color of the traffic flow did not change back to its original color after passing the traffic lights, and the traffic flow did not change lanes.

Bug Reproduce

File in which the bug occurred: flow/flow/envs/bottleneck.py

The exact command that you did run that caused the bug:
python flow/examples/exp_configs/non_rl/bottleneck.py

(Perhaps you should modify some variable names before running this example.
