Process all files in `submitted_data/gwas/`:

16.5 minutes on my local desktop (32GB RAM)
19.3 minutes on CircleCI when resource_class is xlarge (8 vCPU, 16GB RAM)
19.8 minutes on CircleCI when resource_class is large (4 vCPU, 8GB RAM)

Process all files in `submitted_data/tad/`: NA

tad file processing is turned off for now because I don't expect that to be a part of the paper that's being written now.
also i don't expect a lot of data submissions for tads.
