Watch for multiple users being created by the same person

Is there a way that we can prevent people from making numerous accounts so that they can up vote their own notes? I'd prefer not to require an edu email in order to register if at all possible. I think requiring a unique an edu email is the standard way of doing this. Can we watch a person's IP or give them a key etc. in order to prevent duplicates?
