Add LN2_PATCH_FLATTEN_2D program

I need a new program with similar interface to LN2_PATCH_FLATTEN. Older program LN_IMAGIRO does not provide flexibility to decide bin sizes, and I do not wan to alter that programs behavior for compatibility reasons. Also, I do want to complicate LN2_PATCH_FLATTEN by adding 2D compatibility to it.
