JupyterLab-2024.05.0-foss-2023a-4.2.0 : missing jupyterlab_slurm & jupyterlab-topbar

jupyterlab_slurm & jupyterlab-topbar were disabled on https://github.com/nesi/eri-easyconfigs/blob/main/JupyterLab-2024.05.0-foss-2023a-4.2.0.eb as they were set to jupyterlab ~=3.0 .

Proposed solutions:

• Rebuild jupyterlab_slurm wheel with jupyterlab >=3.0
• Switch to official topbar implementation (https://github.com/jupyterlab-contrib/jupyterlab-topbar) than the os based extension used in 3.*
