This would fix any weirdness that results from our OpenCV3/OpenCV4 hybrid requirements.

May have to wait until Nvidia supports Ubuntu 20.04, unless we're ok debugging all code on the Jetson in a docker container.

MultiThreadedExecutors after Eloquent can be created so they don't block while idle. This is useful for prioritizing one executor over another
