[Bug]: dashboard selectively displays tasks

Description of the bug
Automatic charging tasks are not displayed on the dashboard, while charging tasks in the form of task cancellation are shown
Steps to reproduce the bug
- Have robots perform normal charging tasks, these do not get displayed on the dashboard
- Perform tasks that are going to timeout, with cancellation behavior kicking in
- The cancellation task of going back to charging, issued by the fleet adapters are shown on the dashboard

Closed as this was due to whether charging tasks were inserted via automatic retreat. Those will show up on the UI, as opposed to finishing tasks.
This can be disabled in the future, open-rmf/rmf_ros2#330
