Create a portable petsc installation built with native MSVC compiler for Windows systems. Linked to issue #273
Assess if it's possible:
- from a technical point of view to retrieve it from/ upload it to online repositories (see linked issue #268 )
- from a burocratic point of view redistribute pre-built code without ownership (license, etc...)
Backup plan: provide bitpit users with an installation User guide for a compliant MSVC petsc.
