Update build to allow for doc type specific builds vs all or nothing.

The most recent change to align the build with docs-resources introduced Makefile changes that force the build of all doc types. It's more useful to allow for doc type specific targets. That way local builders can generate PDFs, HTML or epub only without generating everything.
