TuckArms result gets lost 10% of the time

Occasionally when we call TuckArms, the action succeeds (according to the SMACH executer), but the resulting outcome never makes it through to the JavaScript layer.

This may be a problem in rosbridge or actionlib.

This seems to happen most often immediately after you lose connection to the robot and reload the page to reactivate the connection.
