Occasional URL retrieve error in test suite

I encountered URL retrieve errors in the GitHub actions that are triggered with a commit to a PR, probably due to failure to fetch a PDB.
The test suite has a number of fetch. Can these be reduced so that the test suite does not depend on an internet connection and the PDB servers being reachable?
