Consider whether we should do something about deafness

As pointed out in NCATSTranslator/Feedback#286 (comment), "some people believe that deafness is neither a disability nor a burden; maybe avoid the perception we are taking a position on that". A lot of terms have deafness as a synonym. Is there some middle ground we can take -- not blocking the term, but providing some context for its use.
