Recreate IND gemstat using new "Conditions" and ExprFunc class hierarchy, as an example.

This will let us see how easy the new API is to use, while having a baseline against which to compare.

We did this, but not using a special ExprFunc, rather, in the branch "signalling gemstat".
A special dataset which takes signalling information and dynamically returns conditions based on the current parameters.
