Release for Noetic

Hi,
Noetic is out, and the python system version of ubuntu 20.04 is 3.8.2.
What is needed to be done in order to release ?

I don't see why not. I haven't actually used noetic yet, so I'd appreciate some confirmation that this package 'works', but otherwise I should be able to just run the pre-release suite and cut a release.

@paulbovbel we're running on noetic with python3. using aiorospy everywhere works fine.
the only thing that we do that isnt in here yet is replace the python-interpreter: master...betaboon:noetic
