Release `moveit_resources` into ROS Noetic?

Would you mind releasing moveit_resources to ROS Noetic? It looks like all of its dependencies have been released, and recursively 40 repos need it.

I'm not sure how much work it will need. The Noetic Migration Guide or the guide about transitioning ROS packages to Python 3 may be useful.

Hello, it has been released for Noetic. However there was a small fix that was recently merged that should probably be released. I'm going to prepare that as a patch release unless there are any other objections.

Thanks, @tylerjw. Go ahead. Please re-release into both, Noetic and Melodic. Both use version 0.7.x.
