Error reported with OMERO.insight-5.8.3.exe by Iain Porter. Unfortunately can't replicate it.

Windows 10 Enterprise - 22H2 (note this on a VM in a VMWare cluster).
java version "1.8.0_391"
Java(TM) SE Runtime Environment (build 1.8.0_391-b13)
Java HotSpot(TM) 64-Bit Server VM (build 25.391-b13, mixed mode)

I used the Windows Installer Package and install in the default location (C:\Program Files).

Interestingly, when I use the .exe to install, the application works correctly, however, I need Omero.Insight to be usable by all users on this computer and the .exe installs in my own private Appdata directory (first time I have seen anyone install a whole application in AppData).

Cross posting from image.sc:

Installing in C:\ indeed works.

Could you update the default installation location, or better, fix the problems when installing in C:\Program Files (which is where it really belongs). Java applications surely can be installed correctly. Micro-Manager uses the InnoSetup installer, and getting this to work right involved setting an installer flag that changes the default permissions for users to the installation directory.
