licensing missing

can you please add licensing? preferably BSD :)
If a repository has no license, then all rights are reserved and it is not Open Source or Free. You cannot modify or redistribute such code without explicit permission from the copyright holder/s.

I'm not a maintainer here - but I think this is just a slightly older repo (ROS repos usually didn't have LICENSE files for a long time, instead, every source file had the license at that top). If you look at any source file in this repo, you'll find it is BSD:

I just switched default branch to ros2 - which has LICENSE files in each package folder
