Windows CI not succeeding

Description
Latest main does not pass CI on Windows.

Proposed solution:
Rename rosbag2_storage_mcap_test_fixture_interfaces package to some shorter name to pass Windows CI.

Oh I see that #67 was created to track latest pass on this - will close again in favor of that which has more info
