How does v2x communication affect controlling vehicles

Hi, I want to ask does the list cav_nearby affect the controller or not? Because when I tried to change the position and speed in v2x manager, nothing special happened. I just wonder if there are any codes about how does v2x communication affect cavs' behavior?
