max velocity regulation not working

The maximum velocity parameter does not regulate the maximum allowed velocity of the vehicle. It is simply ignored.

How to reproduce:

  1. Set a maximum allowed velocity by passing through parameters
  2. See the vehicle moving at the same speed as before
