Split the `planning`/`control` packages into a separate container

Create a build stage that includes only the autoware.universe/planning and autoware.universe/control packages. This is part of the second step in the Discussions post. Since separating planning and control into different containers might introduce performance issues, they will temporarily remain in the same container.
