Create a proper APO integration

Right now, APO is integrated into uPheno by simply copying it there. If we want APO annotations to really integrate with uPheno, we need to achieve the following:
- Map the qualifier branch to PATO: https://www.ebi.ac.uk/ols/ontologies/apo/terms?iri=http%3A%2F%2Fpurl.obolibrary.org%2Fobo%2FAPO_0000001&lang=en&viewMode=All&siblings=false
- Map the observable branch to OBA
- Generate A ZP like APO-Upheno module
- Integrate into uPheno
Big issue, very important for Monarch (just came out of a call).
