Interrupt IO in user_project_wrapper

Commit 694bfd3c5ee03d3716541b7b55bcd5fc13343bfd introduces interrupts in the user_project. However, this IO is not present in the instantiation of user_project

The user project example now has the complete and correct set of signals, including the user interrupts. I believe this issue is resolved and am closing it; if you see any continuing problems here please feel free to reopen the issue.
