Silence `addr_decode` units in AXI RT

See the corresponding issue in the AXI RT repo #4.
RT units present in the system print the following warning at t=0:
** Warning: More than one bit set in the one-hot signal, matched_rules
The same warning is repeated if units are (re)configured.
The warning can be ignored for now but should be silenced.
#198 in common_cells addresses this issue.
